Ignore missing classes

If we do not do this, we get a class loading error if we add a new

class to a public interface. This is because japicmp tries to

load the class in the old classpath as well for comparison.

Fix deadlock when resolving metadata from parent POM

This commit fixes a deadlock that could happen whenever first-level dependencies were resolved concurrently

with a parent POM file: the artifact cache could be locked already. Locking in parent pom resolution was

actually not required now that all locking is pushed down.

Convert `@Requires` annotation to Java

For some obscure reason, IntelliJ IDEA suddently refuses to compile the generated stub. This commit

works around the problem by converting the annotation to Java, which also means hard-coding a

closure.
